Francis Lee

Head of EU Programmes

Francis joined Cheshire and Warrington Enterprise Partnership in May 2014. His role is to lead the new European Structural and Investment Fund Programme for Cheshire and Warrington Local Enterprise Partnership. The £124m ESIF Programme includes the European Regional Development Fund, the European Social Fund and the Rural Development Fund for England.

Francis has a comprehensive background in managing EU Policy and Programmes representing Cheshire and Warrington’s interests at a North West level for the previous EU programme during which Cheshire and Warrington secured funds in excess of £60m for superfast broadband, innovation space, SME start-up and investment support. In addition these numerous initiatives led to Cheshire and Warrington receiving a generous proportion of North West Fund finance for business and Assisted Area Status.

Prior to working in Cheshire and Warrington Francis worked for six years as EU Policy and Programmes Manager at the West Midlands Regional Development Agency (AWM) during which he chaired the Whitehall Inter-departmental State Aid Group, led the Agency’s strategic deployment of EU Structural Funds in Partnership with the Government Office for the West Midlands and managed relations with the European Commission.
