Councillor Terry O’Neill
Leader, Warrington Borough Council
Councillor O’Neill has been Leader of the Council since May 2011.
Terry began his political career as a Parish Councillor for the Burtonwood Parish Council in 1983 and was elected to the Borough Council in 1991. Terry has been the Leader of the Labour Group since May 2006.
He is a member of the North West Industrial Communities Alliance and in 2014 was appointed Chair of the National Industrial Communities Alliance (formerly the Coalfield Communities Campaign). Terry was also recently appointed to the Coalfields Regeneration Trust Board.
Terry is a member of the LGA National Culture, Tourism and Sport Board.
He is a member of the Rail North Leaders Board and in 2014/15 he was a member of the Northern Electrification Task Force, which was a task and finish group established to guide technical work to identify and prioritise a rolling programme of electrification across the North of England Terry is a member of the North West Regional Leaders Board and the Atlantic Gateway Partnership Board.
He is a member of the Cheshire and Warrington Sub-regional Leadership Board and the Cheshire and Warrington Local Enterprise Partnership Board.
Terry is a member of the Board of Warrington 2000+ (the town’s public/private sector regeneration partnership). He is Chair of the newly formed Warrington Means Business Delivery Board and Chair of the Omega Partnership Board.
Terry is the Chair of the Board of Trustees of the Warrington Wolves Charitable Foundation. The Foundation delivers the community programmes for the Warrington Wolves Rugby League Club and associated community regeneration projects, including educational cultural and sporting links between the Club and the community. Terry also chairs the Rugby League Development Management Board, which oversees all aspects of the development of the Amateur game in the Town.
Prior to 2006 Terry held the position of Chair of the Development Control Committee for many years. From May 2002 to May 2006 Terry was the portfolio holder for Environment and Regeneration and was a member of the Executive Board. His portfolio responsibilities included Economic Development, Inward Investment, Waste Management, Strategic Planning, Regeneration and Tourism.
Terry lives in Burtonwood, is married with two grown-up children and is a school governor at both the local primary schools and he is Chairman of a local Burtonwood Football Team. Terry is a retired service engineer.
