Cheshire and Warrington’s economy is one of the most successful and fastest growing in England, and consistently outperforms the rest of the Northern Powerhouse. Relative to its size, it punches above its weight with effective full employment, high commercial occupancy rates, and a skilled knowledge-led economy.
Whilst the sub-region is performing consistently well, we face significant challenges and can’t stand-still, and must grow our economy further. We need to understand the best way to do that and in a way that delivers long-term economic benefit.
The Local Industrial Strategy identifies four key business sectors (Clean Energy, Life Sciences, High Value Manufacturing, and Finance and Business Services) that are particular strengths in Cheshire and Warrington but also identifies that the sub-region is struggling to retain and attract the skilled young people (ie under 35) that are essential to the long term success of these and many other sectors.
The LEP is developing a strategy to encourage firms in C&W in the key business sectors to grow and to look to other firms outside the area to invest in the sub-region. Alongside this, it is also in the early stages of developing a campaign to encourage skilled 18-35 year olds to remain or move into C&W.
Whilst it is intended that the focus will be on priority sectors, we also need to understand the role of technology as an enabler terms of business attraction (activities and functions) and talent attraction/skills development. Inward Investment is a component of our growth plans, but we need to understand whether those sectors have opportunity for inward investment and what is the scale of that opportunity. We want to identify, attract and retain inward investment in an intelligent way that optimises economic and growth benefits and uses our limited resources most effectively.
The findings from this research will inform:
- What our inward investment approach might look like,
- Provide an understanding of why inward investors seek to invest in our sub-region,
- Provide an understanding of the dynamics of inward investment and the scale of opportunity within our priority/target sectors.
Interested bidders are required to submit tenders of no more than 30 pages A4 (to include annexes but excluding the draft contract and terms & conditions). Please submit in an electronic format (i.e. MS Word/PDF) by 5pm on 5th February 2020.
