European Structural and Investment Funds
The 2014 – 2020 European Structural and Investment Funds Growth Programme represents a significant opportunity for Cheshire and Warrington to invest in growth and jobs in the area and make a real difference to the local economy.
The European Structural and Investment Funds in Cheshire and Warrington includes £66.4m from the European Regional Development Fund (ERDF) and £54.8m from the European Social Fund (ESF) as well as £2.5m from the European Agricultural Fund for Rural Development (EAFRD). Further funding for rural areas will also be available under the “LEADER” programme.
Together, these funds will help facilitate the delivery of the European Structural Investment Fund Strategy (ESIF) and Cheshire and Warrington Strategic Economic Plan (SEP) which will need to be referenced in any bid for funding.
The ESIF Strategy
The European funds are part of a national programme, and will be managed and publicised through the Managing Authority (Central Government Departments). The LEP area will provide strategic direction on investment priorities and further publicity and events to support partners following the approval of the Operational Programme.
The ESIF strategy has been prepared in collaboration with all key partners in the LEP area to ensure it is fully grounded in Cheshire and Warrington, the place, and is based on a real and detailed understanding of our Strategic Economic Plan and local challenges and opportunities.
The Government has also been clear that it expects the Local Enterprise Partnership and partners to work with the Managing Authority to support the delivery of the Operational Programme by providing strategic leadership on how the local allocation of £123.7m pounds is managed and spent to deliver growth and jobs in the Cheshire and Warrington LEP area.
The focus of the European Structural and Investment Funds will therefore be on:
- Strengthening Research, Technological Development and Innovation
- Helping Businesses to Benefit From ICT and High Speed Broadband
- Enhancing the Competitiveness of Small and Medium Enterprises
- Supporting the Shift towards a Low Carbon Economy in All Sectors
- Promoting Employment and Supporting Labour Mobility
- Promoting Social Inclusion and Combating Poverty
- Investing in Education, Skills and Lifelong Learning
- Investing in the Rural Economy
Delivery of the ESIF must have a substantial and lasting impact on the Cheshire and Warrington economy and its residents. The programme will allow us to deliver a considerable scale of activities to support businesses in key sectors of our economy and allow our residents to access and progress in employment.
We will also therefore be seeking projects that best deliver the strategic ambitions that are set out in the Cheshire and Warrington SEP and that and comply with the National Operational Programmes and the ESIF that brings these two documents together.
